Hawaii Alert System Simulator

What are the chances the alert system used by the Great State of Hawaii was sourced out to the lowest bidder?  What if the UX design for the alert system was poorly conceived and accident prone?  Is it possible a tired engineer could cause mass panic, simply by selecting the wrong option?
